This software was developed by videolan, a group of French developers who wanted to create a free alternative to Windows Media Player, considering that the latter one is considered a 'money-grubbing' software.
It is recommended to have at least two skins because then you can switch between them anytime you like and access all of your functions simultaneously without any problems. It is not a necessary prerequisite to have more than one skin, however if you want to mix and match skins in different applications you'll probably have a hard time doing it without the help of some third-party skins. In order to fully maximize your VLC experience you should have at least one skin to use.
